President Trump outlines ideas for ACA overhaul in address to Congress

President Trump outlines ideas for ACA overhaul in address to Congress

 

President Trump restated his pledge to replace the Affordable Care Act (ACA) in his first address to a joint session of Congress on Feb. 28, citing increasing premiums and the withdrawal of insurers from the ACA’s exchanges as evidence of its ineffectiveness. To guide Congress in creating a replacement plan, Trump offered five principles that include maintaining coverage for individuals with pre-existing conditions, helping Americans purchase their own coverage through the use of tax credits and expanded Health Savings Accounts, and allowing health insurance to be sold across state lines. Trump also broadly endorsed increased state flexibility to manage Medicaid programs, changes to medical liability laws, and immediately decreasing artificially high drug prices. Still outstanding are details and legislation that fills in the gaps of how these goals will be accomplished as Congress contemplates how to repeal the ACA without destabilizing the healthcare system.
